i heard that hepititis B virus can survive on a surface, such as a desk counter, and still infect people if they come in blood on blood contact. so, if a mosquito even after its not full any more, wouldnt it still be able to infect other people??? thanks

Yes you can. Mosquitos carry blood from others and can transfer that blood to you. If a person with a blood disease gets bit and then you get bit by the same mosquito it can be passed on to you.
This is a fact.

Possible, not probable. Mosquitos carry many diseases, westnile, malaria, and so on, but if they infected everyone they bit, we'd all be diseased beyond belief, the odds are with humans.
Use a good mosquito repellant.

any blood disease can be contracted through mosquitos. if they have bitten an infected person. however, the chances are very very slim.
