I want my arms to be toned and skinny but every time I lift weights to do that, it just bulks my arms up more! How can I make them toned and skinny without bulking muscle?

Also---I do a lot of cardio every day and that wasn't helping so I just started lifting light weights thinking it would tone my arms.

If you lift lighter weights in multiple sets of 20 or more, your muscles will retain their strength and become longer and less bulky. This advice was given to me by Franco Columbo, schwartzeneggers best friend and Sly Stallone's trainer.

Lifting weights builds muscle. The more weight you lift, the more muscle you get.
By toned, yoiu just mean that you don't want flab. Lighter weights, or less reps will maintain without putting on muscle.

Definitely lay off the weights! Do a lot of stretching and do exercises for your arms with no weights but very, very high reps (such as rolling your arms forwards then backwards). That should make them look more skinny.

use less weight. even if u have to go down to 10lbs or lower....the more weight u lift the more bulk (hence the reason why guys try to bench 100+) just take ur weight down even if its ridiculously low.
but dont stop all together or all ur muscle will turn to flab and thats not pretty at all

Instead of weight lifting, you need to do more cardio-vascular exercises.

for your main exercise...i would go for long runs....
Dont do weights as much...
