Hi. I have learning disabilities that are usually well hidden coz I'm also gifted at things and supposedly articulate. Usually only "old timers" can figure out just by looking at me that I would at one time have been regarded as retarded. Anyways. I think if employers are willing to hire, train, promote, support, and "accommodate" criminals, perverts, and unprosecuted thieves, then they should also be willing to work with the handicapped.
I do NOT think people should abuse their knowledge that others will help them. I think they should try to get by on their own or find ways to compensate for what is less than helpful about them. No offense to anyone who's missing a leg or something. But you know, there are reasons to argue it is completely fair to have parking spaces for the ones in wheelchairs at gyms and home depots. Criminals. What if a criminal sees them as an easy target while they are making their way across the parking lot? Or what if part of their disability is related to something like say, lupus or arthritis, and they flare up worse and so they plan their day knowing when to go to the store to do the things we ALL in America should be able to do....
I wonder if you are in favor of genoming.

I agree we are breeding a society of too many less than able people. My biggest gripe about handicapped people is the handicapped spaces at a gym or do it yourself store like home depot or a doctors office. if you are going to a gym then obviously you can handle the workout of getting from the car to the entrance. And at home depot, if you are capable of upgrading your home on your own you can make it across a parking lot and at a doctors office. Almost everyone is sick, so why do some people get special treatment, if they are that bad, they will be dropped off or brought in by an ambulance.

In some respect, many of us are 'handicapped' in some way. The 'handicapped' being talked about in the question, (from my personal experienced) requires a doctor to certify it. Giving is part of our (U.S.) culture. I am sure the 'handicapped' give in their way(s) also.
So yes schools and workplaces should try to accommodate them.
