What size and type of socket will the bulb be fitted into? There are extremely small light bulbs that consume tiny fractions of a watt of electricity, but they will not fit into a normal light bulb socket. Even a single small christmas tree light consumes a very small amount of electricity but won't fit into a normal light bulb socket. I'm sure you get the picture.
The "biggest", "smallest", "lowest", "highest", etc. of anything is hard to determine unless there is some additional qualifying information.

If it's on normal house voltage 15 watt pygmy bulb or 8 watt low energy which gives equivalent to a 60 watt normal bulb

I take it your question is supposed to read 'lowest wattage' and not, ' lowest voltage watt'.? ?
The lowest gls lamp is classed as 5/8watt and is called a 'night light'. should be available from any electrical dept. You can also get plug in LED night lights which are a bit brighter and only use half a watt or less.

You can get a 4watt for a night light but I think standard base the lowest is what other people have already said, 15 watt. gives a whole new meaning to "dim bulb".

15 watts is easily available for all standard light fittings
maybe you can get lower rated lamps, but you will have to shop around, or get special fittings (ie low voltage fittings)
energy saver lamps are rated a lot lower than standard bulbs (obviously)..........i think they are generally avaiable in 11 and 15 and 18 watts sizes

They are all the same voltage, but you have plenty of answers on the wattage. Just be sure you get the right base, ie bayonet
or screw in the right size.

so far i have only seen 15 but there was one time i saw a 10watt but i think it was a black light light bulb

you can get a "night-light" bulb at B&Q which is 5w, but i think it comes with its own holder...........
