What size and type of socket will the bulb be fitted into? There are extremely small light bulbs that consume tiny fractions of a watt of electricity, but they will not fit into a normal light bulb socket. Even a single small christmas tree light consumes a very small amount of electricity but won't fit into a normal light bulb socket. I'm sure you get the picture.

The "biggest", "smallest", "lowest", "highest", etc. of anything is hard to determine unless there is some additional qualifying information.

If it's on
normal house voltage 15 watt pygmy bulb or 8 watt low energy which gives equivalent to a 60 watt normal bulb

I buy 25 watt bulbs at Home Depot... and 40 watt... If you are looking for a really soft light that's barely there, try using a dimmer switch... I've used those with clear bulbs to the point where all you can see is a soft glow of the wire inside the bulb...

I take it your question is supposed to read 'lowest wattage' and not, ' lowest voltage watt'.? ? The lowest gls lamp is classed as 5/8watt and is called a 'night light'. should be available from any electrical dept. You can also get plug in LED night lights which are a bit brighter and only use half a watt or less.

Lowest voltage bulb I've seen is .7V, the lowest commonly available rating is 1.2 V

lowest wattage is about 30mW.

But i bet that doesn't help because its unlikely its what you are looking for.

Standard use bulb = 40w.
Standard size/shape (for nightlite use, etc).=25w.
Special size =15w. (for decorative lights, etc).

not sure 40 i think but you can always get a dimmer switch that will take light really low
