I have heard that if you soak vegetables in cider vinegar for 10 minutes that 90% of pesticdes will be eradicated, is this true? If so, how much cider vinegar would you add to water?

Yes - sort of. Many vegetables and fruit are sprayed with wax to preserve them and give a longer shelf life; the acid in the vinegar dissolves the wax and takes a lot of the pesticides with it!
Most pesticides are fat soluble to get them into the insects bodies faster; water may work as well on other chemicals but acid works better on oil suluble ones.

But its a TEASPOON of vinegar in ONE PINT of water!!!!!

Water does the same thing, and doesn't leave the smell of vinegar. Also, as mentioned, organic vegetables are better if you're concerned about pesticides, since organic foods don't use such chemicals. They taste better too. Kind of like comparing canned split green beans to fresh from your garden. There's just no comparison.

It may remove pesticides but the addition in vinegar is
used to mainly to expel small insects that may be lodged
in the vegetable.

I've not heard that, but I imagine it would make the veggies taste horrible.
