As many have already said, you are probably after a Bichon Frise.
Dogs should not be bought as gifts. Dog pounds are full of dogs that have been bought as presents for people who weren't properly prepared for the responsibility. The majority of dogs in pounds end up being destroyed.
That is not to say that you should not get your mum a dog, but she should be involved at EVERY STAGE of the process of getting one. After all, she is the one who will have to look after it - it is only fair that she is properly prepared for the responsibility.

It sounds like you are talking about the Bichon Frise (bee-shawn free-zay). When groomed for the show ring, it looks like a cotton ball with legs, however most people prefer a pet or puppy cut for a housedog. They are a great companion dog, but if it is for a gift, please make sure that the recipient is aware of and willing to take on the responsibility of a very high maintenance dog. There is daily grooming involved, and the breed is very susceptible to allergies. They can be one of the hardest dogs to house train, too, but with perseverance, it can be done quickly and with great satisfaction. They also require and demand a lot of attention. I do not want to discourage anyone from getting one, just PLEASE make sure they are up to the challenge. If they are, the rewards are well worth it.

The breed name is spelled Bichon Frise.
http://www.bichon.org/
This is the website of the Bichon Frise Club of America, the national club for the breed. You should find plenty of information on the breed here.
Here is a brief description of the Bichon Frise, copied from the official AKC breed standard.
The Bichon Frise is a small, sturdy, white powder puff of a dog whose merry temperament is evidenced by his plumed tail carried jauntily over the back and his dark-eyed inquisitive expression.

it drives me loopy whilst somebody asks what their bread of canines is, or their canines grew to become into bread. yet another word that aggravates me is to apply the word create for crate and lots too many people try this. why do they think of crate could be spelled create? i know there are different misspelled words that worsen me at cases. i do no longer insult them by way of basically correcting the spelling of those words or the breed. i know what breed they're relating so merely save my mouth close approximately that many of the time and answer the question. people ought to apply a splash greater manners on right here than they do. each so often with my own breed i will tell them the spectacular thank you to spell chihuahua yet will do it attempting to be efficient, no longer insulting. that may no longer an english type the place each thing must be appropriate. loosen up each so often.

Bichon Frise (beeshawn freezaa, is how you pronounce it.) Small solid white dogs that resemple a poodle. Commonly confused with one. Shorter longer body then a poodle. They require lots of grooming. Look at AKC.org and you will find them there along with breeders.
Good luck
