This is a values question on several levels:
Gambling: Many people find gambling to be immoral and have pushed to have it banned. Almost all rooster-fighting (YA will ban the common term) involves gambling.
Animal Cruelty: Game Roosters are often injured or killed in the process, and although some say that they are doing what they naturally would do in the wild, the contrivance of putting them in a ring for human entertainment strips away the natural quality almost entirely. Therefore, under animal cruelty laws and moral standards, many people find this objectionable.
Standards of behavior and legality ebb and flow depending on the civilization. Things that are quite common and legal in the USA (e.g., women wearing tank tops and shorts) are considered illegal in Muslim countries. Wearing a headscarf in school is illegal in France. Values legislation is common, although it almost always involves a curtailment of someone's liberty (which of course, is valued more by some than others).

it should be legal
if 2 roosters meet each other they will fight regardless if there are people watching or not
as far as the cruelty to animals go if a rooster is a good fighter he has chance to life a long life as opposed to the non fighting rooster which is killed and sent to the chicken plant to become food for humans as soon as its matured

“Captive” hunts for the most part are a misnomer. Oh there have been the hunts were old broken-down ex-circus lions and tigers were hunted some still in their cages (though these canned hunts are illegal in most states now, as they should be.) Most so-called guaranteed hunts are on managed ranches that have game fences on the outside property lines. Here in Texas there is a lot of controversy over these game fences. Which are eight to twelve feet tall and are designed to keep exotics and native game animals (primarily deer) on the home range. The idea about managed ranches is to cultivate superior animals through selective culling of the deer herd. Many of the smaller ranchers that border these large game ranches often complain that the deer are suffering because the bloodlines are being controlled. Though it seems there is little evidence in any of the studies that have taken place as of yet. Are these animals “captive”? Perhaps and many ranches do guarantee that you will bag a trophy animal yet the animals have free range over several square miles of territory. Is it sportsman like? Well I don’t know it really depends on why are you going hunting in the first place. Are you there just to watch an animal die or to have a dusty hairy stuffed head hanging from the den wall or are you trying to fill the deep freeze with game meat. It really depends on your motivation. Most hunters I know have deer feeders situated in areas to draw in deer that they take hidden in a heated deer blind. Which to me is the lazy mans way to hunt. Many stake out cameras that take pictures along trails when the shutter is tripped by an infrared sensor. Is it a fair hunt? Well is any hunt fair? We are human beings the head of the food chain and our ancestors have been improving the skill and science of hunting ever since the first hunter tied a rock to the end of a wooden shaft. Hunting isn’t fair are we supposed to give the game a fighting chance? Why do we create this mystique about hunting? It’s us against the elements. It’s not supposed to be a fair fight. Is it fair to the cow, pig, sheep, or goat that’s led into the slaughterhouse? Do they get a fighting chance to come out of the deal alive if they are wary enough? Would I hunt in one of these “captive” hunts no and then again I’m not going to spend money on deer corn and sit in a deer blind or tree stand waiting for them to come up and get shot. I’m not as lazy as some of my fellow hunters I like to stalk my prey. That’s the primary word prey and how we go about taking our prey shows us just who we are bloodthirsty, seeking glory, seeking good food, or seeking a little time away from the world and all its problems stalking one of God’s beautiful animals on a cold crispy morning. It is one of God’s beautiful animals one among many that are meant to provide for mankind. That provision comes with responsibility. The responsibility to be stewards of what God has given us.

This presents problems with reinforcement... Most people feel strongly about dog and rooster fighting, but they forget about cricket fighting which was common in the days of ancient China.

Here in the PHILIPPINES it is a very POPULAR thing. People hold it in the towns almost every week, more or less, especially in town fiestas.
I don't think it should be really illegal and really not allowed, they should just put limitations to it like "do it only in special occasions" or something.
If they proclame it illegal, many might protest because there are also many people out there who get there fortune from rooster-fighting.
I dunno with your country, though. You are all rich. I don't think you need it, anyway.

in the state of south carolina, is illegal also, but why do you think roosters are here for? fighting, so it's natural. As much as I hate seeing things get hurt, they shouldn't have made it illegal. I had my own cock fighter before and he was awsome! I didn't what him to fight, but when I kept him from fighting, he ended up being anxious. It's natural for them to fight. The problem is, that when the policemen catch you, you end up in jail and they actually kill your fighting birds. IT'S NOT FAIR!!!

No, chickens should be allowed to fight if that is what they want to do. KFC should be also be banned since they condone cruelty towards chickens.
