I would love those sweetheart candies. You can buy them in bulk and put them in red and white tulle with ribbons and it would look really pretty and people would have fun with them. It isn't that unique, but it is fun and easy to do.

I love those clear red lollipops that come out around Valentines day. You could dress them up with fancy ribbon.

Check on eBay, I got my favors there for a fraction of the price that other places wanted. And she did the hand tags as well!
So my wedding is a year away but all my favors are done!!

You could get a heart shaped mold and make red candles cheaply. Wrap a complementary ribbon around it and there you go. Just need the mold, wax, coloring wax, wicks and ribbon. Whatever Wal-Mart doesn't have, Michael's or another craft store should.

You could even purchase oil and make the candles scented, if you wanted to.

Those paper poppy flowers from the VFW. It is a two fold gift, one person gets a little flower they can keep as a memento, and Veterans of Foreign Wars, DAVs and such get monetary help from a deserving and thank full public.

We went to http://www.americanmeadows.com and ordered seed packets for 50 cents each. Then we went to http://www.superiorlabels.com and got pre-printed, customized labels made that basically say "thanks for coming, please plant the seeds and remember us as they bloom and grow." (We got the seeds for about $65 with shipping, and 160 labels WITH shipping was $3.95!)

Another idea is getting heart-shaped cookie cutters and attaching small cards with a cookie recipe and your names and the wedding date or just your names and the wedding date.

Those are the 2 cheapest things I can think of.
