Had the same problem and here is what I did.
I first wrote an annonymous letter, but the next day they walked around asking all the surrounding neighbors who wrote it - the nerve! I fessed up and said it was very disturbing to our lives and he said he'd help it....did he?? NO.
So then, I was persistant, I did much research on the internet about why dogs bark and printed out a lot of information regarding this. As well as information on barking collars and citrunella scented barking collars - the more humane solution.
I took all this paperwork over to the neighbor and explained that dogs bark because they're bored and lonely and need attention and offered myself to play w/ the dog and help them in training it to be quite.
At that point, he got it. I wasn't going to give up...and yes, he isn't the friendlist guy now, but I don't even care. I can sleep and I don't have to worry about the welfare of his dog anymore. It's now an inside dog. :)
Note: I also called the police and animal control but I seemed to get the run around...those places don't really want to deal w/ this situation as I'm sure they see it as petty...especially in the country town where I live. So I really did have to take matters in my own hands but there is a civil way to go about it. And I did have the back up from Animal Control that if it escalated they would step in.

This may sound cruel, but it is what my parents did when I was a teenager years ago. We lived next door to people like your neighbors who had a very yappy dog. Especially at night when they put it out. During the day they kept the dog in the house. So, here is what my dad did. Every three days my dad would go out early in the morning and feed the dog some people food that would cause the dog to poop ALOT. Needless to say when the neighbors came home from work in the afternoon they weren't very happy because they had quite the mess to clean up.
My dad had tried to be nice and neighborly about the whole thing at first, but after 3 months of the police not doing anything about it he decided that it was time to take matters into his own hands. He had also tried talking to our neighbors, but they pretty much told him if he called the police again he would pay for it.
After about 2 or 3 weeks of having to come home and clean up dog poop they finally got the idea. They did call the cops on my dad, but they couldn't prove that it was him doing anything to make the dog poop like crazy.
They finally made the dog an inside dog, and when he did go outside they were with him. We were all finally able to get some sleep. He never fed the dog anything that would harm it, just make it become a poop machine.

I had this same problem w/our "very good" neighbors. Our parents were actually best friends. This was about 20 yrs ago but I can't imagine tactics have changed. I would call the ASPCA and report them on abuse charges of neglect and call the police every night (though I don't think the ASPCA has a 24 hr answering service anymore). This went on for about 2 months. If the police didn't show up w/in 20 minutes, I would call them again. If the dog was put out after they left I would call them back. Finally our neighbors got tired of being woken up by the police (how they could sleep through a dog baking is beyond me) and would take the dog in.

I think if your neighbours are getting pissed off at you for asking them to deal with it you're going to have a hard time keeping things calm. It probably won't improve the situation, but tell them that things have gone too far and that you're considering reporting them. They won't be too keen on being your best mate, but they'll probably do something about the dog's barking.
Depending on where you are, this probably comes under council jurisdiction rather than police (or this is the case where I live anyway). Unfortunately some councils aren't the most reasonable...when I complained about my neighbour's yapping dog, I was told that I had to keep a continuous log for 48 hours to prove that the dog was a problem.
Best advice would be to check council by-laws...that should give you an idea of exactly who to report the problem to and how to go about it.

I don't know if you r in the states ot canada but in toronto we have a thing called noise control that include pretty well any noise you might have a simular thing where you live try complaining to noise control if you can.You have tried asking your neighbor an they are not responding so take the next step an complain to someone in your comunity and find out where you can complain about this.it isn't good an animal being outside all night anyway.Maybe animal control or some kind of animal society .I hope I was some kind of help for you good luck.

Write a letter to them, Try calling animal control, call every day!!! they are disrupting you household. Too bad if they are PO'd My neighbors did this also. I wrote an anonymous letter to my neighbor also, stating that the dog is barking and disrupting our lives and please do something or we will have to take further action RE contact the city or county etc..

Dogs barking is classed as noise pollution, and if it is during the hours of darkness, this is also classed as noise pollution during unsocaible hours - The only thing you can do (legally) is to call the police and get them to sort it out - You are perfectly within your rights to do this!!

Our village has an animal control department. If you have one in your area, call immediately. Domestic dogs should not be kept in an outdoor cage all night.

call the police and report the problem... you may want to try to keep things calm but believe me, after a few more nights of that aggravation things could escalate very fast....

i would call the non-emergency police number and ask them how they want you to handle the problem. They will know better than anyone what the steps you need to take are!!!
