I have advised the mothers passport number ( uk passport application) and advised same on the application form but to trace the birth certificate of the mother is difficult.

There is absolutely no need of mother's birth certificate. As it was submitted while mother applied for passport.

no seriously yes it is needed to prove you are not taking the child out of the country without permission and the passport is the most respected form of I D in England well used to be but now you can buy one for a few hundred quid the pass port office is run by a bunch of paper waving officials out of university with more qualifications than you can imagine but no real knowledge no life experiences and that is why gaining a passport is so easy unless you are a patriot of England and it is the hardest thing to get an English passport ha ha yes it is a joke most government departments are run by tunnel visioned dim wits with no real savvy Dave

Any person born in the US can get a US passport. The parent(s) should take her to the US Consulate to apply for one. She needs one to return to the US even as a child. This is the new rule. Every US citizen returning to the US from overseas is required to have a valid US passport.

Is that a new requirement? When I got my two childrens passports a few years ago all I needed was their birth certificates.

I think that your birth certificate would be fine to get the childs passport

i got my sons passport last month and didn't have to send my birth certificate - just my passport number and his birth certificate

If you have sole legal custody, the answer should be no. (In that case you don't need permission, either.) Otherwise, yes.
