I recently went to a wedding where the DJ brought in a spin wheel. Whoever wanted the B&G to kiss would go up and spin the wheel and would have to do whatever the wheel landed on (eg, sing, do the robot, answer trivia, do a shot, pay a dollar, etc)
It was really fun and people really got into it. Don't do the bells or the singing thing, its so overdone.

I went to a wedding reception where the bride and groom were very shy. To deter their guests from clinking their glasses and making them kiss every 2 minutes, which I'm sure has got to be annoying after a while, they did a little trivia game. The groomsmen and bridesmaids all did up questions about the bride and groom that were kind of obscure. Questions like "What is their love song?" and "Where did they meet?" or "What is John's pet name for Jill?" were used. You can be as creative or wacky as you like! They wrote out the questions, put them in a pretty crystal dish that matched the tableware, and put it on the podium where speeches were done. When a guest wanted them to kiss, they had to go to the microphone, answer a question and get it right. Sometimes, if the person asking was a child, or a grandparent or something, they'd kiss even if the guest got it wrong. It was very cute, very engaging and fun, it also kept those darn glasses from *CLINK CLINK CLINKING* alllllll night.

There are some great ideas up there. I like the spinning wheel idea and hole in one too...I just thought of something since people mentioned bells.
Traditionally, a lot of people give bombonieres (little take home trinkets) to thier guests, with a little card saying thank you for sharing our day or something...it is usually give to the lady of the family but you can give it to whomever. Anyhow, what about attaching something else to that...that if someone wanted the bride and groom to kiss, they have to open the envelope and read what it is they have to do to make them kiss. Or it could just be a number and then you could have a box at the wedding with ideas that correspond to the numbers and whomever wants to have them kiss would have to pick a number and do what's written there. It could even be a truth or dare type thing or say something funny about the bride or groom etc.

There have been a few different ones at weddings we were at
One of the best was one where the groom was an avid golfer. We had a miniput set up and if the person got a hole in one, the couple would kiss.
Another one had a piniata for the kids and if the piniata was filled with candy and some papers that said "KISS". When the kids hit the piniata, if any papers had kiss on it, the couple had to smooch
A western wedding they had a lasso set up with a bale of hey with a saddle on top. You had to rope the saddle horn. (for us city people they had a HUGE scarecrow sort of dressed up as the groom) ;)
Another one you got up to the microphone and told a good story of the groom and bride
Take the theme of the wedding and play with it. :)

Pick a word to do with a wedding,( like bells) ! Pass this word around so everyone knows about it, then everytime it's used the Bride & Groom have to kiss. It's a fun game as the guests now have to think of putting the word you choose into a sentence.

The last one I went to, people had to put paper money in a fancy container...to go towards their honeymoon. This didn't get a lot of kissing because where I live (Canada), the lowest denomination of paper money is $5...we have loonies and toonies for $1 and $2 respectively.
How about having people go up to the microphone and telling something about the bride/groom or them as a couple ...something nice though.

I was recently at a wedding that did the traditional glass clinking kissing, but notes on each table said:
-----"Thinking of clinking that glass,
-----It will cost you a 2 dollar donation
-----To the breast cancer fund"
And collection glasses were set up at each table. I thought it was a beautiful idea. So many families have been affected by this disease.

My friends recently got married. They had the DJ play a game with everyone. He went around to each table and played a song. If you guessed correctly, then the bride and groom kissed. If you guessed wrong, then you had to choose 2 people at your table to kiss.
