I live in the UK and want to call a friend abroad as they do not have Internet. I believe BT charges 66p per minute for landlines, and i need to call a mobile. I've seen these websites saying that you can call abroad for a very cheap rate without subscribing or paying for anything. Are these legitimate? Are they governed? Will I get a nasty surprise on my phone bill?

Some of them are legit, but some maybe a scam. You have to check the prefix you're dialing, because usually prefixes indicate, whether it's a special rate number or not.

Can you call BT and ask, whether it's a special rate number or not?

In France there was (and probably still is) a company very similar to what you described, called "telerabais". I used them all the time, the only catch was that I was charged for every attempt (which I was warned about in advance), even if the line was busy.

How can they be so cheap? Probably they use VoIP - most of your phone call goes through Internet, although it starts from and ends at a land-line.
