Get a smalll electric fan similiar to a computer fan (old type) this will generate some voltage when allowed to spin in the wind. Connect this to a voltmeter and recalibrate the meter to indicate wind speed.

Copy the traditional design of 4 cups on a spindle. The spin speed is related to the wind speed.

Could also use 2 heated filaments, one exposed to the wind and one sheltered. The wind will cool the exposed filament reducing its temperature and increasing the current flow. The difference in current flow between the 2 filaments will give an indication of wind speed.
