it tells u many things.. to name a few..
insecure, scared, feeling small, shy, uncomfortable, most of it are negative feelings.

are u sure they are not lying not being able to look someone in the eye is usually a sign of guilt

If it isn't a case of lying, then it could be shyness, lack of esteem or the fact that they really really like you and you make them nervous? I'd go for the latter....

Lying was my first guess.
The other reasons would be because there is something they dont want to tell you or their just very shy

there can be many varied reasons for this, the most common is feelings of guilt but also the person may be a self conscious type,
lacking self confidence, they may be nervous,or just overwhelmed by you.
