Perhaps this is due to what is in his feed. We have a Labrador that gets very itchy skin when he eats anything with wheat or maize gluten in. It is possible to buy complete food that is without either type of gluten in. Try Supadog or Oscars food, we buy from our local farm shop as regular supermarkets don't stock it.
I hope this is helpful, it is certainly worth trying.

My dad scratched so much she gouged herself in some areas. I finally changed vets and the new vet did allergy tests. She had many allergies and I started giving her an antihistamine. If your dog has allergies, just hit it with everything. Make sure the dog's skin doesn't get dry (there are supplements you can give the dog), use an antihistamine and put the dog on an anti-allergy food.

Try adding a little oil to his meal.
Ideally primrose oil or even better starflower oil,but even a teaspoon of vegetable oil will help.
