you don't, because they don't exist in emerald
in fire, you can find another pokemon, electabuzz, in the powerplant, and trade it to emerald, and then breed from it, and an elekid will come out of the egg instead of an electabuzz
apparently, you can also get an electabuzz in XD by trading hordel a togepi

well go check in www.gamefaqs.com and search up pokemon emerald. you should find it in some of the guides.
btw.. i looked it up for u.. its only available if you trade it from other games for the emerald version because you can't get it from emerald itself.
