It is always best to call if you can't make any kind of appointment. They schedule them. Someone else may need to go there at the time you had set. That person may end up waiting for weeks for another opening. You evidently need to reschedule, so you would have to call for that anyway.

Common courtesy should prevail.
Call them and cancel your appointment, how would you feel if you turned up to your appointment, and found they had not bothered to contact you, to say that they are unable to see you?
