The normal place for a Catholic wedding is the Church because a wedding is not simply a private event, but an event of the communal life of the Church.

HOWEVER, you can get a dispensation from the local bishop (at no cost!) so long as the other location is befitting a wedding and you have a reasonable reason. It is also important to note that, if done with a Nuptial Mass, much consideration should also be given to the fact that the other location needs to be appropriate for the Holy Sacrifice of the Alter and the true worship and adoration of the Blessed Trinity.

As a general rule of thumb, no. It is possible to get a dispensation from the bishop for extrodinary circumstances, but I don't hear about those being done very often.
