it is very VERY difficult.

on route 116 (i think... it's the area that has the weather tower)

in the water, you can fish, with any rod, and 6 of the 400-some spots [that it's possible to fish in] have a feebas rate of around 60-70%

every gamefile has it in different spots, and it also changes within your own game when the 'cool phrase' changes
