Basically, it depends on the type of rice also.
If the Rice is damn new & polished ratio of
water to rice ranges from 2:1 to 2.5:1
While if the Rice is old then the
ratio is 2:1

If you are using a rice cooker the instructions usually come withthe product if purchashed new. 1 cup of water more that the # of cups of rice. If you cook 3 cups of rice add 4 cups of water. A litle salt also makes it taste better.

there should be a paper that tell you when you bought the rick cooker.
if you've lost the paper or whatever, try half a finger more water than the rice. meaning, measure the top of the rice to the top of the water, it should be half of your index finger. that's how i do it and it always turn out good.

rice requires twice its volume of water to cook properly,excess amount after cooking is drained into the container below the rice holding perforated basket,in the open pan method this excess is drained away manually . the measure used for rice is also used for water.
