In my experience with my cute toddler, picking something that SHE wants to wear will make everyone a lot happier - despite how much fun it is to dress lovely little girls up (grin)
If she loves SpongeBob... how about creating your own SB tribute?
Two sheets of thick styrofoam - scavenged, or you can get at Home Depot - use yellow spraypaint to cover. The paint 'eats' styrofoam and will produce a lovely bubbly, porous texture like a sponge when it dries. Just don't spray so much on that you eat right through and damage the structural integrity of the styrofoam!
Let them dry and fasten together with yellow straps over the shoulders, sandwichboard style. Add your Bob trappings - bow tie, etc. and use huge joke glasses (or cut them out of black cardboard) to represent his eyes - don't forget pink stockings and huge shoes!
There's one idea - without more details about what she likes and would put up with wearing, I can't give more...

Frankly, she is a bit young at this point for all of this to even matter. Wait until she is a bit older. She will never even KNOW what she is or remember the experience. Kids should be at least three for the experience to be memorable (and even then, it's doubtful they will recall it). By four and five, it becomes MUCH MORE FUN for the child and the parent. At 15 months, it can actually be overwhelming and scary for a child to be taken house to house for candy.

My uncle dressed my little cousin up as Elmo,my mom's best friend dressed her kid up as a kitten,there's a lot of good ideas for kids.I like the dog my mom dressed me up as. Usually go for cartoon characters,animals,and stuff in thoose areas.

WRAP her in toilet paper from head to toe, leaving eyes open and arms able to move, etc. Put fake blood (by drawing with red pen) and you have a cheap, instant mummy. (the clothes can be all white to go with the "mummy" theme.
