I do not believe that glock has a model 4 or 40. Glock makes a pistol that shoots a .40 S&W cartriage. I would guess that is what the reference is. The Glock model numbers for the .40 S&W are the following:
Glock 22
Glock 23
Glock 24
Glock 27
Glock 35
The different models are different sizes etc.. and typically sell for around $500.
The easiest way to purchase a firearm for someone is to give a gift certificate as the owner of the firearm must complete some DOJ paperwork and pass a background check. Also in some states an HSC (Handgun Safety Certificate) must be obtained by the owner by passing a test. For you to purchase the gun and take it home to wrap it, you must complete all of the above requirements for yourself, then execute a private party transfer to the new owner, who must himself also complete all of the above requirements. So it is easier to just give a gift certificate for the firearm. Check with your local gun retailer and they will be able to help you out.

I'm a guy and I think you should take him to his favorite gun shop and let him pick out exactly what he wants.
One Christmas while we were in Phoenix my wife gave me a sealed envelope with instructions not to open it. She told me we needed a nice day (not hard to find in Phoenix) for me to open my gift. A few days after Christmas we had a spectacular day and she asked if I would like my present. When I said yes she loaded me in the truck, passenger seat, put a blindfold on me and handed me the envelope. We drove, for what seemed like a week, and then she stopped and shut the truck down. I was told not to touch the blindfold. She helped me out and into a building. She took the blindfold off and introduced me to the instructor pilot that was going to give me my first glider lesson.
I'll tell you that was about as cool as it gets.
Now that happened in the late 1970's and I only hit the high spots. I remember details of that day that amaze even me. She did a perfect job. If your guy is anything like I am, and he sounds like he is, he will love the experience as well as the present.
Man I hope he appreciates you. A Glock for Christmas is very thoughtful. And if he doesn't think so, call me I'll kick my wife and her clothes out so you can have the whole closet. I'll store my stuff in a cardboard box. Just kidding about momma, I couldn't give her up, I have too much invested.
I hope this helps. I told the story because of the impact it had on me. You may want to do something similar. It really will affect him, probably, for life.

if you plan on buying the gun, then get the gun he wants. Glocks are good.
If you want other suggestions, then think about a SureFire or Streamlight flashlight. Guys can't have too many flashlights (you can spend $40-250 for a good flashlight).
Also, check out tactical knives. My brother is in law enforcement and likes a Spyderco Police Model that is about $80.
A flashlight or knife will be much appreciated in work or hunting.

there is a new glock, and i believe its a 45 cal, im just getting into law enforcement id have to look back in my one site but the best thing to do is like they said take him to the gun shop this way you dont have to go through all the paperwork to get the gun..i know here in sc you have to go through sled and get a full carry permit if youre in law enforcement to carry conceled weapon...and he'll have more fun if you take him to find what he wants this way there is no second guessing, and ive found them as cheap as 300.00 here in sc. just have to look around...good luck

Leave the gun purchasing to him, but there are a million and one accessories that you could get him, gun locks, cases, cleaning kits, or heck take him to the gun shop yourself and let him pick it out.

I would recommend a gift cert at the place where you have seen the weapon. That way you wont buy him the wrong one.
