It's a liar bird. Found in I believe New Zealand. They mimic all kinds of things. Truck horns, lions, dogs. Pretty much whatever they hear, they can just about mimic.

Mocking birds mimic all different sounds. I have heard them mimic a dog so that may be what you are hearing.

My African Grey! He mimics two dogs at the same time. His previous owners had them and they barked quite a lot. He mimics them perfectly, also whines and howls like them!
