My father has a HAM radio. He also has a licence. You DO have to get a licence, but there are various types. I know my dad had to learn morse code and be able to send and understand morse code at a certain speed, but I know that there is a limited license that you can get without knowing morse code.

A license is required to transmit on a ham radio. It requires some study and testing. These days The Amateur Radio and Relay League does the testing in the United States.
The wireless was invented by a man named Marconi. As for the ham part of it I don't know.
