Jesus said as written in the holy book, the bible, a man who looks to a woman with lust is already committing adultery. How much more of genital stimulation. Its a sin. Besides by engaging in genital stimulation it will be very hard for both partners not to engage in sex once stimulated.

If you go by what is set in "stone" in the Catholic Church than the answer is simply, yes. If you were to ask certain people who promote themselves as "Catholics" but they interpret certain things to their benefit, you will then get mixed answers.
