RDA was developed around WWII to give everyone a basic guidline to prevent diseases like scurvy and rickets. DV is based on the same but it has been modified slightly to show Americans what the minimum values should be. Research shows that these levels are still unsuitable to truly prevent us from the mass of degenerative diseases effecting the world today. Example vitamin E is shown to have good proactive results in 400-800 iu dosage far more than the RDA or DV

No, RDA means Recommended Daily Allowance. That's what the government used to call it and now they call it Daily Value. They're just simplifying things so the less intelligent can understand.

DV = Daily value the % of vitamins you are getting based on a 1700-2300 calorie diet RDA = Reccomended Daily Allowance(intake) what vitamins and minerals you should be getting from food 100%= so much vitamin C D A that you should be getting from food

I think RDA stands for Recommended Daily Allowance. I'm not sure, but I think they are the same thing. I know they are based on a 2,000 calorie diet.
