I'll bet it isn't. - I'm in Maine - and if I wanted to do it (to be all legal) my kitchen would have to be inspected - some surfaces would need to be stainless steel, I'd have to list precise ingredients - so on and so on. I think it's silly. A good cook usually runs a clean and safe kitchen. - You could get away with it if it's a few functions here and there and nobody said too much about it. - If you want to be an actual business, you'll want insurance for the occasional/ accidental poisoning if someone mishandles what you've already prepared. - If you know of a diner, or small restaurant that only runs break. and lunch - you could strike a deal to use their already inspected equip. while they're closed up - offer to clean up after yourself - a portion of profits. - Some people in Maine do this. - It's hard to own a restaurant - if you can make money without working or paying anybody it's a good deal.
I'd do it til I got caught - but that's not for the faint of heart.

You can if it meats health department inspections and standards and if you have a license to cater.
