Um...I know a person from Microsoft. According to him...the song is "Welcome to Windows XP" and the artist is Microsoft.

Yup, I was wondering the same thing.
It is a pleasant little tune that you’ve probably never heard, unless you were present when Windows was being installed on your PC. After that it’s never played again, unless you know where to look for it.
i think it was made by microsoft.
