No, not all Singapore people speak Singlish. And that's not really our English.

We do speak normal English.
Singlish is just a variation of English that some speak which include bits of other languages eg Chinese, Malay, Hokkien (a chinese dialect) etc.

Some people do speak "Singlish" which is a kind of pidgin, or contact language between races.
It consists of Hokkien word order, grammar and intonation but with simple English words.
Schoolkids use it for fun sometimes.

in Singapore it's called Singlish. In Malaysia it's called Manglish. It's a mix of local dialects like hokien, malay into english. e.g "I dono lar"
"why ha you look so sad"
" you think what? I'm a fool ar?"
