I have a iRiver clix, that accepts 15 fps and lower. How do I lower a video's FPS?

You'll need a video rendering software that allows you to edit video frame rates. Adobe Premier comes to mind.

But, I'm sure there's got to be something simpler (and cheaper!) out there. Go ask this question in the Computer area and maybe you'll get some more input from other users.
