My boyfriend constantly says "I love you" to me in our convo. Its about 15 to 20 times a day.

Probably that he wants to hear you say it back! Perhaps he's feeling insecure in the relationship.

Maybe it means he loves you. Unusual for a guy to be that needy and verbose but I suppose it can happen.
My girlfriend feels compelled to tell me at least three times a day. Which is at least two times a day too much.
