Don't know about cleaning but painting is a big YES!

You should, it will make your room look so much nicer. I saw a dark bugundy painted foam ceiling in one of those DIY shows for a couple remodeling a basement on a budget. Looked sharp.

You don't want to clean them if there the foam kind. Best thing to doo is lightly brush them off. If they are stained you will need ti Kilts them first before painting. Kilts is a special product to cover the staines then paint. Should only take one coat of both.

Yes you can paint them or clean them with a brush but be careful if they are old they may start falling down when you mess with them that's what happen to me in my last rent house if this happens liquid nails should do the trick.

Yes you can paint them,or try putting some bleach on it.There are paints that will cover the stain.But first find out what caused the stain.

Paint them, but if they are stained really bad you may want to use kilz instead of paint. That will keep the stains from bleeding thru. It will save you time too
