35:5 And I set before the sons of the house of the Rechabites pots full of wine, and cups, and I said unto them, Drink ye wine.
35:6 But they said, We will drink no wine: for Jonadab the son of Rechab our father commanded us, saying, Ye shall drink no wine, neither ye, nor your sons for ever:
35:7 Neither shall ye build house, nor sow seed, nor plant vineyard, nor have any: but all your days ye shall dwell in tents; that ye may live many days in the land where ye be strangers.
35:8 Thus have we obeyed the voice of Jonadab the son of Rechab our father in all that he hath charged us, to drink no wine all our days, we, our wives, our sons, nor our daughters;
35:9 Nor to build houses for us to dwell in: neither have we vineyard, nor field, nor seed:
Rechab is mentioned in 1chronicles2:55 "..........these are the KENITES, that came of Hemath, the father of the house of Rechab"
Kenite=Kajin, the name of the first child, (Cain), or tribe of Cain.

No, it is not a fulfillment of Gen 4.
The Rechabites were descended from Benjamin.

2 Samuel 4:2
And Saul's son had two men that were captains of bands: the name of the one was Baanah, and the name of the other Rechab, the sons of Rimmon a Beerothite, of the children of Benjamin: (for Beeroth also was reckoned to Benjamin:

Would not the descendents of Cain have been wiped out by that time given the fact that Noah's family was the only one to survive the flood? If this be so, how could there possibly be a connection between the Kenites and the descendants of Cain? So...no.

This actually is about Jonadab joining Jehu in purging the earth of Baal Worship. I suggest that you look up 2Kings 10:15-28.

The Rechabites code of conduct resembled that of the Nazarites who dedicated themselves to God. (Numbers 6) For 200 years they had obeyed their anscestors' vow to abstain from wine.

The descendents that you are talking about are from Caleb, not Cain.

It seems that the Rechabites were living under a specific code of conduct that God uses as an example for the rest of Israel. Its states later that He found favor in them then asks through Jeremiah why Israel cannot keep His commandments as the Rechabites kept the commands of their forefathers.

Not sure about Jeremiah 35, but what you asked in relation to Genesis, refers to Cain, that if he planted crops they would not prosper.
