Who's better navy rescue swimmers or coast gaurd rescue swimmers and if its not too much trouble why?

Can one still be an officer in the military even though lets say the job he/she has doesn't have the offiicer program within it.

1.} Individually, there are superb rescue swimmers in both services, of course, but speaking generally (and despite being retired Navy!), I would have to admit the Coast Guard's rescue swimmers are better.

2.} The why is easy-- it's what they do for a living! The Navy's rescue swimmers (and virtually all surface ships have at least one) have other jobs as well-- they are frequently boatswain's mates or some other "deck rating". They are very well trained, but they only use those skills in emergencies. The Coast Guard's rescue swimmers, on the other hand, do it for a living-- they're the guys who jump out of helicopters or off cutters into high seas, to save folk who think weather advisories are for other people. Thus, in addition to being well trained (like their Navy counterparts), they also get to practice those skills all the time.

3.} I'm not sure exactly what you mean by your question-- if "the job" refers to one in the military, or on the outside before joining. If the former, then the answer is generally 'no'. Officers are assigned to particular billets, as are enlisted personnel, and an officer cannot fill the billet of, say, a Chief Petty Officer (E-7). That said, officers normally have what's called "collateral duties", which are tasks assigned in addition to their primary 'job'. Some of those may overlap between officer and enlisted, depending upon the duty in question and its requirements. [As a personal example, when I was the chaplain on the USS Cowpens, I was also assigned to write news releases about the ship's activities, and served as the 'medical triage officer', among other collateral duties. Both of those jobs had at one time or another been done by Chief Petty Officers, but still as collateral duties.] In addition, senior enlisted personnel frequently serve as 'division officers' in commands with insufficient commissioned officers (and generally speaking a Navy chief with 15 or 20 years of experience makes a better Divo than a young ensign or JG with two-three years total Navy experience!).

2.????? Speak English! There are two types of Officers. Unrestricted Line & Restricted. Restricted line types are Doctors, lawyers, intel, supply, engineering corp, etc. The Unrestricted do the regular stuff ( surface warfare, sub, air, seals, etc.)
