It's actually a French proverb (une aiguille dans une botte de foin) that was translated to English. It originated in the 16th century, no one is sure who the originator is but refers to the shape and similarity of the needle to hay (obviously) and at the time it made a "clear" image of what the difficulty would be. It is suspected that a French "paysan" was the "creator" of the expression.

Maybe in the old days, people would put a needle in a haystack and whoever found it first won. Now it's more like a cliche saying rather than a real traditional game.
