Hispanic means that they are descended from people from Spain. Brazil, as a country, was colonized by people from Portugal. Therefore, Brazil is not Hispanic.

As the previous answerer pointed out, though, there are most likely many people in Brazil of Hispanic descent.

Some of them are, and some of them aren't. Hispanic people can trace part of their ancestry to Spain. Brazil was colonized by the Portuguese, not the Spanish. Over time, I am sure that some people of Spanish decent have lived in Brazil though.

It depends on your understanding of Hispanic. If it contains only Spain, maybe not. If it covers the entire Iberian Peninsula, yes, because the language and much of the culture comes from Portugal.
