Cats that are weaned too early often do things like this. My suggestion is try putting some kitty milk in a baby feeding bottle (you can get at pet stores) and let her nurse on it. You could get her a hot water bottle and a blanket of her own, also. Try calling a local vet and see if they can give you better suggestions. Do you know anyone that has a nursing cat? My big kittens still LOVE to nurse!! I don't discourage it, as it doesn't hurt anything. I've had cats all my life and I'm a true ailurophile (adoring cat lover). It will eventually stop but for cats... it it's hard to tell what their long-term suckling behavior will end
Most of all the problem lies almost entirely to the time that he ws weaned or forced to be weaned from his/her mother..
You can try Just by removing the cat from your lap and saying "no". However, this does not last long and he's back to it in no time.
I know that if I had a cat like that.. I would just let it go

What the heck is a cat doing around your neck.
I think you need to wash or shower more.
Do you know the word "NO" and get the cat to stay in the room where her cat box is...when you want to discipline?
Talk to your vet, or your doctor, one of you has a problem!

Eventually your cat will out grow it. It's still a baby. Suckling is normal at this age.

Get one of those little spray bottles for 50 cents at WalMart and when she does it spray her with water, and make sure you're consistent with it.

My 2 male orange tabby's are 16yrs and ,out of effection , they still suck on our ear lobes. and drool. you kitty really loves you. accept it. if you ignore your baby, you just might loose the bond.

pull her away, say NO and ignore her. ignoring is pretty powerful on cats, especially if she aways after attention
