Try going to your START MENU > CONTROL PANEL > SYSTEM. Under system there is a tab that says System Restore. Click it and in the upper right there should be a check box that say TURN OFF SYSTEM RESTORE. Uncheck that and you SHOULD be back in business.

You simply go to START>PROGRAMS>ACCESSORIES>SYSTEM TOOLS> SYSTEM RESTORE then a pop up will say system restore is turned off would you like to turn it on click yes then it will be on now go back to system restore and create a restore point, then you're done.

For windows XP......Click on start, control panel, then locate and click on the system icon, one of the tabs in the system properties will be "system restore". Click on the box beside "turn on system restore"

go to start menu, help and support, system restore, or you can start in safe mode and it will ask you wheather you want to use system restore or not
