She has lots of friends, but several of her friends don't like each other. She doesn't want to have a party because she doesn't want to hurt anyone's feelings.

You should have a surprise b-day party! And invite all her friends! Or you can go to the mall and have them shop! Hope this works!

here is what i did for my daughters 16th. she to has friend that don't all get along. so, i gave her some money and told her she could invite 2-3 friends to go with her and i dropped them off at the mall. they had a great time they went to see a movie ate, bought things. this way she is not having a big party and she can tell the ones that she did not invite that she was only allowed 2 friends.im sure she will invite 2 of her closest and they will have a girls day out.and when they have had their fun, then you can do the family thing.

You can set a party for each group of friends with different date! Simple but both group will enjoy! Or have a family party only!

If you have enough money you could have a party at a hotel or at a concert.If your on a tight buget you could have a house party (with or without boys.You might want to let her choose) or an all girls slumber party (might not want to keep checking on her and telling her it's time to go to bed at 9:00,10:00,or 11:00).

Take them to a bowling alley that way they all dont have to hang around the ones they dont like plus if they do talk behind each others backs, they wont hear it over the pins falling down.
