I am 17, She is 17, we have been frinds since forever. My best buddy likes her but he is 13. I know that they had/have a puppy love hold hands thing. But I know that her parents don't like him to be thinking dating with their daughter and don't realy like him that much either. I am good frinds with her parents and brothers and her but I don't know how to say how I feel. But I don't want to let it go. But my friend isn't mature enough to make a serious move, but I don't want to stab him in the back.

Ok, first of all, the 13yo friend should not even be trying with a 17yo girl. I would sincerely hope that she would not consider a relationship with him.
You just need to tell her how you feel. If you don't have the courage to tell her then show her by acting differently around her. Hold the door for her, ask her to choose a movie, where to eat, make her feel like she's special without actually saying it.

Tell your friend that you like her and asks if he likes her too. If he really is your best mate he will understand that you like her. When he finds out wait till he is over her(Which might actually take a long time) and maintain being friends with her. Isn't liking a friend painful? Romance is like the enemy of friendship in a way.

He is only 13. He is 4 years younger than her! Right now he is way too young for her right now. make a move, you might regret not doing it later.

Well if you like her make your move, honestly if you dont you'll regret it and wonder about it forever. Even though your friend likes her too, you still need to listen to your gut and go with that.
