well this should help.
DO NOT use body soap for washing your face. they were created for your body, and not something as delicate as your face. i would recommend Neutrogena Clean & Clear. After, put on a moisterizing cream (any kid of lotion without fragrance) so your face doesnt get dry. Do this every time after you wash your face.
heres an amazing secret:
before taking a shower.. put vasaline(petrolium jelly) (for like 2 dollars at any store) all over your face, and take a shower with it on. The steam of the shower penitrates into your face and leaves it soft, smooth, clean and fresh looking. It hydrates your face. do this whenever you take a shower and you will see improvement.

Dry skin looks dry, sometimes flakes, and often feels tight, especially if you have washed it with soap and water. Sometimes it is lacking some of the protective sebum and so it reacts to very hot and very cold weather by tightening up. One benefit of dry skin is that it is less likely to develop acne than oily skin, but it is easily chapped in a dry atmosphere. Always use mild, alcohol-free make up and toner, and a rich, creamy cleanser. Moisturize your face every day, including the throat and the skin around your eyes. When you wear makeup, use a moisturized foundation. You will need little or no powder. When you wash your face, use a liquid or a cleansing bar. Use warm water to lather and rinse it with cold.

Dry skin can trigger the appearance of wrinkles and facial lines. Use a milder soap for your face. You may as well try Cover Girl advanced radiance lotion sample. This product helps moisturize my skin with fairer glow. Find out more about it by browsing this site http://www.upkb.com/covergirl.php

I'd recommend upping your water intake as well. You'll notice an immediate difference in the hydration and appearance of your skin. I've also heard wonderful things about Olay Moisture Therapy Cream for Sensitive Skin. It's super hydrating and causes no irritation, the best part is it's very reasonably priced. You might want to check out the reviews for it at makeupalley:

I used to have dry flaky skin too. I now use proper facial cleanser, maybe you should get one for dry and sensitive skin. I also apply hydrating serum (Payot) before I put daily moisturiser on. It really helps. You should also do a hydrating mask once or twice a week and drink lots of fluid.
Good luck!

I seen this documentry, where to stay away from OLAY, DOVE, LEVER2000, IRISH SPRING, and so forth.. Try Aveeno like the other person said. Aveeno is usually the best brand for things so far as i have seen.. so i'd trust it. The spots by the way are a rash, that means you should get Aveeno Sensitive!

Wash your face with warm water. Don't use soap as it will dry out your skin. Then use a non-comedogenic lotion.
More so in the winter as the air is drier.

Buy facial cleanser... There are cleansers that will even state that they are "soap free" on the container. This will be more gentle on your skin. Then buy vitamin E lotion/moisturizing cream. I got a large bottle at Walgreen's and it works wonders.
