God does not (note that I did not say "cannot") hate any person. God can and does hate the evil acts that people and the demons (who are fallen angels created by God) do. We as Christians are exhorted to "hate the sin, but love the sinner." Although that particular phrase is not in the Bible, there are verses to support the concept.

Romans 12:9 - Let love be without hypocrisy. Abhor what is evil. Cling to what is good.

Proverbs 6:16-19 - God hates six things; seven are to Him an abomination (something strongly detested). Other passages list dozens of other things God hates (abominations).

Ecclesiastes 3:8 says that there is "a time to love and a time to hate."

Proverbs 8:13 The fear of the LORD is to hate evil: pride, and arrogancy, and the evil way, and the froward mouth, do I hate.

Romans 9:13 As it is written, Jacob have I loved, but Esau have I hated.

Proverbs 6:16 These six things doth the LORD hate: yea, seven are an abomination unto him:
17 A proud look, a lying tongue, and hands that shed innocent blood,
18 An heart that deviseth wicked imaginations, feet that be swift in running to mischief,
19 A false witness that speaketh lies, and he that soweth discord among brethren.

God has the capacity to hate.

Not much of a God if he doesn't have at least the same ability as his creations. The question is not if he CAN hate, but if he DOES hate.

On one hand, if he hated anything, it would be evil. Yet he doesn't destroy it (in fact, he created it). On the other hand, he sure is vengeful. Personally, I'd define the complete destruction of Earth's entire population except for Noah's family without the possiblity of redemption (before Jesus) as at least contempt, if not outright hate.

Proverbs 6:16-18 "There are six things that Jehovah does hate; yes, seven are things detestable to his soul: 17 lofty eyes, a false tongue, and hands that are shedding innocent blood, 18 a heart fabricating hurtful schemes, feet that are in a hurry to run to badness, 19 a false witness that launches forth lies, and anyone sending forth contentions among brothers"

Yes Jehovah hates wickedness and those who willfully practice evil.

No. God is bound by his own nature not to hate or be evil in any way. However, he does punish evil and evildoers.
