Talk to the breeder for when to take the bird. Also, don't allow to take the bird before he can eat on his own. If someone says you need to feed the bird with a syringe DO NOT GET HIM no matter how excited you are. You have to feed them food at a very certain temp or it will kill them, at a certain angle or it will kill them, at a certain amount...etc. You get the idea.
That said, a tiel is really a best choice, so good for you.
A) I have a cage that is about 2 1/2 feet tall and that's fine. He spends a lot of time outside the cage or on my shoulder.
B) Make him a perch and playstand yourself, don't buy one. Look up a site I think it's called cheepbirdtoys where you can make all kinds of FUN bird toys, perches, etc!
Enjoy your tiel. I love mine.

A small to medium size cage is plenty big enough as too much room can cause injuries. You can take the baby from the parents when it is feathered and is getting in and out of the nest on its own and you notice it eating.

I think it all depends if you have alot of cash because big cages r expensive but they r good for birds they coul have more toys and extra room to move around so it's roomy. But medium size cages r good too.I have mine in a medium sized cage and they couldn't be happier. Also I think a good a is about two - three months old.Because I got mine at just about that age from a breeder.

You should get as large and as nice a cage as you can afford. No round cages please. They really aren't good for birds as they have no "safety place". They also tend to get their tail feathers all beaten up from a round cage.
Crap tinny cages don't last. You end up replacing it year after year, wheras if you spend decent money in the first place, you'll have that cage for a long time.

well i have 19 birds. I have only one cocketiel:(. I got him when he was he was two weeks. I hand feed him. He is in a big cage and he is very happy. If you have more than one then you should have a big cage but if you have only one then a small cage is fine. With a lot of toys of course.

Why? Were you going to get a /small/ cage for your parakeet?
It's fairly common sense that you should provide any animal you keep with as much space as possible.
