Have you tried crate training them both again? I believe that is the only way you will get this behavior stopped. And please, no amount of scolding, sticking noses in it, etc will help. Any abuse, be it verbal or physical will only make these dogs sneak around to pee in the house, and will make them afraid of you. Keep each dog in separate wire crates, and only left out to feed or play time. But, always let them outside first, and immediately after feeding. As for you cleaning the carpet and furniture, even though we maybe can't smell the urine and poop, the dogs still can and will continue to use the same spots over and over. What I found worked for me and others is white vinegar. Use apx a cup to a bucket of water, and scrub the area(s)with that. The vinegar seems to break up the smell to the point where dogs no longer use that spot again. And the vinegar smell will dissipate quickly and leave your home smelling fresh and clean. First of all, stop leaving things out on the floor.
Second of all, get him fixed. Although it may not neccessarily get him to stop because it's become such a habit. It surely won't hurt to have it done, though.
Let me guess, you put him in his crate, he whines and howls and you let him out. guess what? He has you trained. :) He's learned what works for him to get his own way.
Get an enzyme cleaner to get the pee smell out(even if you can't smell it, he can). How long does he have to wait between trips outside? How long has been doing this? It could be a health problem. Dogs submissively pee, too. There could be lots of reasons why he's doing it. Get him checked at the vet.
And DON'T stick his nose in it! That's stupid and unnecessary. Plus, I've heard it can cause respiratory problems if it's done too often.

Nuetering would not help. The Vets suggest not giving them water after 9:00pm, but I think this is mean. You can buy a Nature's Miracle spray to disperse his scent that he is leaving. When my little 12 year old dog started have accidents due to bladder cancer, I put him in diapers at night. Size 2 regular diapers folded around his belly did the trick.

No joke here...pee on him. Easier for a guy then a girl for obvious reasons. when you catch him in the act pee on him, hell get the idea within one or two times that its not a good thing to do. Its how my friends house trained their dogs in under a week.

neutering will help and should have been done long ago.. an unneutered dog is also at greater risk for other health problems.. like testicular cancer...
put him in the crate and dont let him out.. ignore him - yes he will cry for a few days but if you are determined and NEVER give in.. he will get used to it and toughen up

i taught my dog to use a potty box for dogs, I just put a potty pad in it and he pees on it and when he does I just throw it away and do the same thing over again.

Either neuter him or keep him kenneled. He's not going to like either, but neutering him is for the best.

YES. NEUTERING WILL HELP. THINGS ON THE FLOOR ARE AT HIS LEVEL, THEREFORE HIS. MARKING THEM IS JUST HIS WAY OF TAKING POSSESION. WHY WOULDN'T YOU GET HIM FIXED ANYWAY????
