using exfoliator before and after shaving i find removes this problem followed by moisturiser

It might be ingrown hairs, might be irritation.
Try this: exfoliate before you shave (use a loofah or scrubby-thing or a gritty scrub, like with walnut shell or apricot kernel grains.) Use a sharp razor--only use it maybe 3 or 4 times and toss the blades (or the whole razor if it's disposable, y'know.) I like a gel for shaving--it's not as fluffy as a shaving foam and it moisturizes better. I also like baby oil--there are oils just for shaving, too. Think cream--even hair conditioner works pretty well.
Get that leg hair wet--soaked. Make sure it's well-softened. Exfoliate, lube up with your shaving liquid of choice, and make only ONE pass over an area--don't shave over and over the same spot. This is where the sharp razor comes in. I like triple-blades because it's the same irritation as a double-blade, but the shave lasts a lot longer (like, a couple of extra days. No, really.) Try all this and if you still get bumps, WAIT a day or two and exfoliate again. Don't exfoliate right after you shave--yeeeouch!
They have bump-fighting creams and ointments...never tried them and I don't know if they work. But try my method and see if it doesn't help! Works for me!

You poor thing!
I know just how you feel.
Try using a sensative skin shaving GEL it lathers up better than foam. Also I use a man's razor called Mach 3. It has Aloe vera strips on the blade head which reduce the irritation.
If you have a shaving rash now, try an Aloe vera body moisturiser. It will help with the itch & redness.
This is what I do and it works for me.

try a shaving cream with a good blade. if u can try not to shave ur legs for a while (sounds gross i no) but if i leave mine to grow thru abit more then normal and then shave i find it leaves my legs even smoother!! and dont forget to moisturise after!! either use johnsons baby oil gel on slightly damp legs or use a moisturiser with aloe vera in as this will help calm the redness.

You need to exfoliate, don't use soap because it's too harsh and drying on skin, use a moisterising body wash and a body lotion afterwards and if the problem persists get this thing called Tend skin (available at http://www.hqhair.com) it gets rid of unslightly bumps, razor burn and spots. It's a cult favourite and really good.

ur getting a shaving rash and u might be using too much soap u should do it when ur in a warm bath when ur pores are open and maybe try a different razor i know i get a rash if i use a lady shave hope this helped lol x

Your legs become red spotted because you have scraped them. you can use lotion to shave your legs rather than soap and that might solve problem. In any case apply lotion to your legs after shaving.

sounds like ingrown hairs they can can cause spots u can get stuff from places like boots for it though so wldnt worry instead of using soap why not use a shaving foam and gd name razor u would get better results

i have the same thing, sensitive skin im afraid. it could also be the type of blade you are using, i have found the venus devine with the moisture stips help a lot. normal blades just give me horrible red spotty rashes.
