Yes, I actually did get ticketed for it once.

If you p-d me off you would get hit with at least a littering ticket. When I'm not busy and someone throws stuff out the car window I will sometimes make them clean up the area, or receive a ticket or jail for whatever else I find. If I'm patrolling on a bike they definitely will get stopped, I've been hit to many times by flickers. I can imagine in dry areas of CA and other states it would be considered a very big deal

It is littering...

Now here is a twist.

...with one of the most toxic substances known to kill people with everything from emphysema to lung cancer.

Not only is it littering.

I consider it a personal assault on me and my fellow human.

You should not only report him or her; further, you should press charges.

Sure, it's one thing to dump paper and glass and plastic on the environment. It is something else entirely when the person driving in front of you, throws it out of his vehicle at fifty miles per hour. Any trash at that speed can go in any direction and cause an accident. Being hit by a lit cigarette butt in the eye is no fun either. After the cigaret butt is on the ground, it does not do anything except kill the environment around it. If smokers ever bothered to notice this, I think they would stop putting that crap in their lungs.

Now is the time for all people to hit up their local prosecutors with these charges and ban smoking from our highways for good.

Flicking out a cigarette butt out of a window is littering. Just like someone throwing a piece of paper out of the window.

YES. And YES. However the cops wont do anything unless THEY catch the litterer littering, and few of them care, because THEY smoke and throw THEIR butts out too

It definitely is. Here in Australia it is the number 1 cause of bushfires.
There is something like a $200 fine for tossing them.

Yes, you can report them.
No, the police won't do anything about your report -- if they didn't see the offense, they won't pursue it.
Sorry. I agree they should get the littering fine, but nobody is going to get ticketed just from your say-so.

Of course it is littering. Smokers are the biggest litterbugs on the earth! I doubt you would have much luck in reporting it, but I can empathize with you. Smoking and then littering the butt is disgusting and irresponsible.

of course it's littering! Unfortunately, the cops dont consider it a priority. About the only thing you can do is yet at them.

I would say definitely, "Yes", it would be considered littering. You can report them, but I don't know if it would do any good or not if the law isn't in the immediate area to catch them...........

It is considered littering and it's also a fire hazard which can bring harsher penalties. The problem is proving who threw it out and when they threw it.
