Keep a calender on your desk. When you get a syllabus, write down when all assignments are due on that calendar. Keep up with it. The key is to remain aware of deadlines.

When you have, say, a book due at the end of two weeks. Take how many pages there are in the book, divide it by how many days you have to read it - and read that amount if not more every day.

Make a list the night before. Right on that list the most to least important things that must get done. Cross em off as you go through it. That way, you have an objective list for each day, and if you do not get to something - you are aware of it and can write it down for the next day as top priority.

When I was working in a pressurized job - I used to have a simple piece of paper marked out in square boxes and I would write down all the things that I had to do that day - then cross out the box when I had done them. It may seem very 'childish' in the modern world, but you would be surprised how it focuses your mind on what is left to do - well, it worked for me!

try to start your work as soon as you go home, personally I'm a major procrastinator, but I find then when I get my homework done right away, I have a much better day.

In a work context, touch every bit of paper once, and once only. Either bin it, or deal with it there and then.
