Depends on what you're after....
Make your partner happy.... Find out what pleases them.... Touch is a good thing, but make sure it's ok with your partner... If you're new at this maybe ask if it's ok first to touch them.... Rather than assuming you can use do so.... This'll show that you're interested in their feelings....
Gentle touching around the neck, shoulders can be a turn on, or a turn off depending on if the person likes it or not....
Gentle and tender kissing not rough and ready forceful ones, these can be a turn off....
Things will develope from there, and your partner might place your hands in places they want you to touch.... In time you'll know what to do... It's hard to tell someone as everyone is different in what the want when making out....
Some just want kissing, other want more of the touching.... As long as you make your partner feel good then thats the main thing... It's not just you feeling good, it's both of you enjoying the moment....

I'm sorri but what kind fo question is that? i mean seriously he should b kissing the girl that is kissing him! he shouldnt b standing there thinking about did he do his math hw he should thinking about that girl and u dont have to feel the girl up or anything while u make out!
