i like this guy who people insult him and he says he kinda likes me and might ask me out but taking forever

Make your move. If he does like you and is too shy to ask, ask yourself. Or do a little research.
Make sure he does before some thing bad might happen, but if you like him and he likes you, well take the chance! Don't give a damn about what people say. =3
